if i run CLI without admin rights
result of command - setpassword -saveonly -file e:\scripts\scripts.pwfile
is - Cannot open password file e:scriptsscripts.pwfile - couldn't open "e:scriptsscri
pts.pwfile": permission denied
if i run CLI with admin rights
result - don't write anything, and no new file in scripts folder
What have I done wrong?

Check the file permissions on e:\scripts folder.

I solved.
Important then you run command setpassword - must to use / not \
example
setpassword -saveonly -file e:/scripts/scripts.pwfile
