FC or iSCSI?

Click the "Hosts" tab in the GUI.

FC and ISCSI hosts are added from the same screen. Essentially ISCSI is the next screen in the process. (I am assuming you are using the latest version of the 3par console. The process as spencer said is very straight forward and easy.

For command line:

showhost will show which hosts are connected/configured
showhost -noname will show you which WWNs are zoned to the storage and have not been confgured.

General process I go through for configuring a host starts with:
Understand how many host ports you have on the storage, and which ones are least utilized.
Zone the new host to the appropriate # of ports for your multipath standards, preferably to the least utilized targets. Make sure your target selection complies with 3PAR best practices.
(If AIX or non PNP system, you may need to run a OS command to discover the new connection)
Use the 3PAR gui to add the WWNs to a new host.
