Different versions of the SP between the 2 systems is my guess?

When you say you're upgrading the system, do you mean to 3.1.3? If so that is not customer upgradeable, it's only customer upgradeable once you are already on 3.1.3 and upgrade from that version.
So you should be involving HP anyway IMO
